I'm not sure about imported ones and I know that Oreos aren't the only product to be vegan in one country and not vegan in another. Always find country specific information ;).

I am told that oreos sold in the UK are non-vegan because they contain whey, and I'm sure this applies to some other countries. Oreos that I have personally seen on shelves here in the West (Canada & USA) are without whey and approved by most vegans.
